The S stands for Special as in Annual General and Special Meeting (AGSM). It's a formal regulatory term used when non-typical items are to be voted on at an annual general meeting

General items for voting would be standard corporate governance stuff like electing directors, accepting financial statement, confirming auditors etc. These would not be considered Special.
