This is not really new. It's a reference to engaging Wavetek, Epiworks etc for the various manufacturing processes:

"During Q4 2015, the Company incurred additional upfront costs associated with establishing new foundry and technology development relationships with companies like Anadigics Inc., Epiworks, Wavetek and Intelligent Epitaxy Technology to expedite the technology development."
