I've tried to figure this train of thought out as well - how is this not taking off.
My thoughts would be with a market cap of 160USD - it's an easy take over for someone. Hence management does not want to release what they know - once more incredible metrics are released more attention will be placed on POET, once a partner and NRE are announced othe industry players will scramble to get on board or stop the progress of this partner (hostile take over/buyout). I beleive the metrics are there, the partners are there, it's in POETs best interest and their partners best interest to keep this quiet right now - until the time is right and everything is inplace to disrupt the computer world. Hence no insider buying - they know what is about to come.
This sucks to be us as we are kept in the dark with a crappy SP, while POET releases enough info to keep us sane and relatively content as they continue to line up their disruptive ducks. However this relative silence to me means the company feels they have all the cash and results at hand to go where they need to. If there were lots of fluffy NR trying to drive the SP higher I might actualy be more concerned they are trying to scramble for cash.
This isn't gonna see $2 or $5 IMHO we are going $20+ in a hurry once the timing is right - and we have the management team to make it happen.
