Could it be that the three week timeline as suggested has already occured?

I'm more inclined to believe that timeline has already taken place.

The 'advanced NRE/Licensing talks' for sensing applications were revealed in a nr about 8 weeks ago, what information would have been required for such talks to be so advanced?

I don't think we are getting news in a 'play-by-play' timeframe.

As suggested by FJ, NRE could come at any time.
