the difference historically stems from Latin not being taught to the same extent in America as in Europe: in America, the need for a simple word for "1000 Million" led to the misappropriation of the word "Billion".
England held out for a long time, but its use of the European 10^12 long scale was eventually overwhelmed in 1975 by the sheer weight of scientific and business literature that (sloppily?) used the American short-scale interpretation.
