NASA has a SiPho research project with MIT that Krainak is cleared to talk about in public.

that's all.

that is NOT the same thing as being "their solution of choice"

nothing about spending (potentially some congresscritter's politically-directed) grant money with MIT precludes NASA's use of GaAs, nor its use of POET's manufacturing techniques.

I haven't seen press from Goddard that says "we picked SiPho instead of POET because reasons" ... and neither has anybody else.
