I believe it varies depending on the institution....some may be able to buy at $1 but in my experience in Canada, $3/sh. is the minimum price before institutions can participate.

Certainly some retailers wake up when stocks pass the $1 mark, both in US$ and C$ terms, but it's the institutions that we really want to join us.
