I think the essence of his question was:

Would the cost savings be sufficient to justify the expense of retrofitting existing installations with this new VCSEL, or will it only be appropriate to new installations upon introduction?

Taking it further (and you may not be able to answer this):

What is the price point at which it becomes desirable to retrofit existing equipment with our product?
