This is a few years old but still shows relative power costs and their significant component of operational profitability and rates. Today's cost could likely be 30-50% higher. In California they are part of WCI and power users can obtain climate credits for clean power and conservation. So a POET driven 10X energy reduction program would drive capital investment to reduce energy cost and obtain credits. Other data centers would need to convert to compete given the magnitude of power costs. This is one of the pain points that POET is addressing.
