So I'm, wondering if our PTK has or is somehow involved or persuing opportunities with this program??

There is a fantastic PDF* report which can be downloaded which one could surmise reads as if it was writtewn for/by Poet TechnologiesTM.
Excerpt: Radiation-hardened electronics design is being squeezed among several technological and seemingly irresistible market forces: demand for commercial off-the-shelf (COTS) technology, ever-shrinking submicron chip geometries, and requirements for rad-hard electronics for the growing number of military, commercial, and private space programs. COTS sometimes means compromised reliability in the interests of keeping costs low. Ever-shrinking chip geometries, by design, are more vulnerable to radiation damage than previous generations of electronics. It is precisely because of these shrinking geometries that radiation hardness represents more of a critical issue than ever. Satellites can't operate for long without rad-hard electronics, and even commercial aircraft avionics are starting to feel the need for rad-hard. It's in this confusing landscape that rad-hard chip designers must find a path forward.
