In short (and to correct the spelling of my subject line), even if someone has already agreed to sign on with POET, a portion of this long wait would involve considering the web of partners, suppliers, procedures, etc. and their individual bureaucracies for a deal to be finalized.

This can't happen overnight if its to be well thought out and successful.
