Sure, this is normal.

Tony isn't a director or employee of the company. He is just a representative of a third party on the TRAB. He could be regarded as a consultant and thus in principle be eligible for options according to the company's Stock Option Plan. On the other hand, one could argue that his activities on the TRAB (once there will be activities) are more a consultancy to Apple than to POET – or something like 50:50.
