What I heard PC say at the CIC briefing was that he was a cautious man that needed to ensure that all the necessary factors were in place for a NASDAQ listing in June to propel the SP forward and (perhaps more importantly) sustain it beyond.

I fail to see why you feel an installation problem by an outside technician can be laid at management's feet. It's just bad luck!

Personally I hope that PC is still proceeding with caution and not responding to the armchair management comments of those of us who have no responsibility for the outcomes of this complex project. Surely, if PC acted without the requsite caution senior management is expected to engage I don't think the cognesati would have anything to do with POET nor would I.
