I have read that sometimes a coo is hired in order to familiarize him/herself further with the company, give them a trial run with the staff to see if it is a good fit, and the promote them to ceo once all the variables of whether or not it will be a good fit have been determined. No saying that this is what is going on here, but it is a possibility.
