IMO, nothing more than part psychological bluster, and part reality. In the mean time they are continually working towards the next big thing after Si. They have to buy themselves this time because they are about to go head-to-head with "the solution". It will cost them plenty to stay on that horse for ten more years, but if the industry ends up leaving Si for GaAs, then Intel may actually have to become one of Poet's customers until they can catch up with their own version of "the solution". Large serving of humble pie may be on Intel's plate very soon.
