they might become a royalty-payer somewhere along the line, if they're a customer of POET's customers.
to me, it looks like VPE does analog end-products (along with everybody else that plays in the III-V space); this and this might help for background/context.
POET's unique focus is primarily on in-plane OE digital logic* (and RAM and other things that lend themselves to the advantages of Dr. Taylor's CMOS-compatible fabrication processes)
and its target customers much earlier in the path than end-product OEMs.
(think of POET as an industrial flour mill, not a corner-store bake shop)
slide 10 of the corp presentation deck shows the positioning well.
