My very simplistic opinion of the delay should it be related to the sputter tool is that (a) this delay was known for some time now, (b) appropriate actions have been taken to correct the issue some time ago, and most importantly (c) with the sputter tool being purchased in the first place to speed up the process of achieving milestones, once up and running properly, we should see results sooner rather than later.

This for me all points to milestones being achieved in short order. In my mind, we are close and a three month extension is just to ENSURE that no furhter announcement of a delay has occured. At this point, not meeting the next deadline would loose PTK much credibility.
