We also should think about the following:

PC stated at the CIC that an this point of their developement a company spending a bunch of experts + their installations are more welcome then a significant NRE.

So assuming he was here thinking about BAE: Could it be that PC here spoke about the past cooperation with BAE, but now found it would be the better strategy to pay BAE for their services and - at the same time - receive NRE? Net it could be the same, but on their way to the uplisting NRE could help them a lot!
