indeed, while the NI 51-102 notice periods did change last fall, what was in some cases 10 days is now 3 (etc).

however
we'd be most concerned about Part 7, which lays out that they can withhhold material changes (from the public) essentially for however long they want, as long as they can defend that confidentiality as being necessary. they have to re-affirm the position (to the regulators) every 10 days.
what they can't do (confidential or not) is withhold material information from the regulators.
