My understanding is they get haulted together, I've noticed when warrants are exercised the share count goes up on both exchanges simotaneously. And when you buy POETF I have noticed the volume may not necessarily go up on the OTC but on the TSX. There would be no lag time because my understanding is that all exchanges use atomic clocks to communicate.
