Yes, this makes much sense.

No doubt, BAE is a 3rd party foundry, very helpful for POET, - and there are interesting NDA for all possible military and space applications in place.

But GF is also 3rd party. Compared to BAE I can see an interest in GF not to be exposed too much in a project with POET - in the past. But possibly this is just changing in these days.
