My interpretation of Peter's comments is that he knows that validation and acceptance of the 2 prototypes could take an unknown amount of time and possible further meetings and clarifications before the prototypes and the underlying acceptance of contract commitments will be completed especially since their may be multiple buyers involved and Favoured Nations provisiopns that need to be considered and recycled on. He therefore has added a bit of negotiationg time just in case. The prototypes are probably in the hands of the multiple parties who are verifying and running thru their tests and determining their value so they can finalize their contracts. Given the performance that many have described on this blog for these 2 devices it is likely that they will be blown away and eager but not want to to show their cards to soon.
