I will concur on the "options for the new guy" theory that is holding the sp down. This and the buy limits most institutional investment funds consider before acquisition of shares. Something will have to get us there and a worthy announcement or similar will do it. Then the flood gates will start to open.

Until then, it is sort of like the cart before the horse scenario, a waiting game.
