Why are we racing?

Apparently a partner would like us to get down to 40nm. Also (apparently) we have mastered 100nm. If there is so much low hanging fruit out there, why don't we have a two tiered approach to this thing? Grab the easy stuff at the same time as doing some R and D on the future.
