Am I missing something here? I thought PTK will provide the POET tech for licensing(preferred) or sell it. They are a fabless company. They don't intend to manufacture any chip or product and it is up to the licensees to do that.

My thinking is the increase in staff is needed for support to drive this home. Marketing, legal, technical and stronger BOD to go along with the high profile CEO.
