Any cross would be made on the TSX venture or other Canadian ATS as Shelly's accounts are all based in Canada. The rulebook used in Canada is the Universal Market Integrity Rules or UMIR to govern order routing, trading and processing. There is no such UMIR rule stating that crosses must be done at a 10% discount.
