The problem with that one is that some messages are very long and it becomes habitual to click the lower one to save the time of scrolling back up.

Just setting it off a bit with a different color and maybe a bold font would lessen the problem, as would relocating the Report Violation button to the top of the message box, rather than its lower right corner.
