It's always seemed strange to me..paying to have someone take a facility off your hands.Why not just sell it? I understand that the state of NY holds some interest in the facility and clearly would like to keep the jobs, but pay $1.5B?
It seems to make the most sense, that the facility be used for POET products, but would have to be upgraded (minimally, probably) to handle GaA's. The side deal is an interesting thought, but how they managed to keep POET out of the news release baffles me.
There can be no direct payment to POET at this stage, but there is certainly a possibility of one in the future...
