According to this article on EE Times, TMSC, the world's largest chip producer, is going to spend more than 10 billion US dollars in order to ramp up their 16 nm FinFET chip production:

"TSMC Capex to Exceed $10B in FinFET Ramp-Up"

And now imagine how much less the average foundry would have to spend to produce 40 nm POET chips with equal or even better characteristics than TMSC's!
