Oldgreg: This would make sense to me, and I hope this is their strategy.

Another reason could be that 40 nm PET is something they can do quickly, i.e. in months. Bringing something to the market fast is very critical for companies without revenue and only so much money to burn. Better bring something now instead of the most perfect of all solutions later (or never).

And remember: 40 nm PET is on par performance-wise not with with silicon, but with top-notch 14 nm silicon! The latter is barely on the market, only available at Intel, and Intel has spent years and billions on it. And still we are outpacing them in terms of power consumption!
