HarryE: Intel is going to 7 without EUV.

Evidence?

Anyway, if they can drive down silicon to 7 nm without EUV, POET should be able to do the same with gallium arsenide, though very likely not today.

And GaAs at the same size as Si will always be faster, less power consuming – and 100% more optical.
