I read this in an aviation trade magazine and thought it somewhat appropriate for POET as well.
The quote is from Stephen Justice, a director at Lockheed Skunkworks. He's talking about the secrecy that is needed to develop military aircraft:
"It takes about one-tenth the time and one-tenth the resources to develop a countermeasure to anything that's introduced. To maintain your edge over any threat, you need to protect what your capabilities are...and sometimes you need to protect their existence"
