Though not totally for a RS, im not entirely against it either. This as long as management's objectives are good natured (i think this has been expanded upon quite substantially over the past few days).

With respect to liquidity, while the number of shares would contract, the volume from a $ value perspective should in theory be one in the same. What may alter the $ value in my opinion is two things, (i) the potential decline in shares exchanged among manipulators and (ii) a potential increase in shares desired by institutionals from the up-list.

This in no way is me stating that I don't believe that uplisting could be achieved without needing to implement the RS
