Fairchij: That would not have been Baggie unless he is using a new IP address because I think once you are banned you stay banned based on that IP address even if you try to come back under a new alias.

No, the IP address is a hint only. By itself it is insufficient to positively identify a person. Agoracom explains this in the IP Check tool.
