i'm inclined to believe that if and when they succeed in producing the 100nm PET and show it to perform as expected. Faster, more robust, less power hungry, cooler running and reproducable more economically on existing fascilities, it won't matter if there is a partner already signed up or not.
The lineup of interested parties, with cheque books in hand, will snake around the block.
But they are treading where no one has ventured before so at this point in time not everyone seems convinced this can be done. The market, like many of us, oscillates between optimism and pessimism. Hence the jojoing SP.
