if you mean Market Makers (and here), then part 4 division 6 of the TSX rulebook has the discussion. there does not seem to be an equivalent in the TSXV rulebook.

meaning, a listing probably needs to be on TSX proper, or one of the other senior exchanges.

2./

if you mean Market Manipulators, I don't see a reason to expect Greed to obey a map's political boundaries.
