To re-iterate:

"POET anticipates the completion of 100-nm milestone by the end of April 2014"

is not the same as

"POET anticipates the announcement of 100-nm milestone by the end of April 2014".

The milestone may well be completed but just not announced, as has been stated here over and over again. It's as simple as that.
