It means they couldn't borrow the money for a few weeks, buy into the PP, then sell their shares for a profit, since they have to hold on to the PP shares for a minimum of 4 months.

I also wouldn't be surprised if the company is putting a contractual hold on the shares for longer than 4 months as a condition of participating in this PP.
