You made the point yourself, Dash8400, when you wrote "based on circumstances". Exactly. The circumstances changed and so did the necessary measures. This is what I expect from management: to make the best of any circumstances and – as far as possible – shape the circumstances in the interests of the shareholders.
Besides, according to Wikipedia, "a lie is a false statement to a person or group made by another person or group who knows it is not the whole truth, intentionally." This is very different from good faith, which "denotes sincere, honest intention or belief, regardless of the outcome of an action" (Wikipedia).
If you accuse the management to be liars, it is therefore not sufficient to judge the outcome of the action, but you will have to bring evidence that they intentionally said something, knowing it was not the whole truth. Will be difficult, to say the least.
