Those numbers are from http://www.investorpoint.com/stock/PTK%3ACA-POET+Technologies+Inc./share-information/. However, I have no idea how they got there and whether they are correct.

However, if you also take the third number there into account, institutional holders bought one third of their positions in the last three months.
