No texting or talking while driving?

U.S. Transportation Secretary, Ray LaHood, came out with a statement today calling for a federal law to ban texting OR talking while driving. It seems to me that the talking part would meet tremendous resistance. However, if a federal law was passed against texting while driving, it could be a big positive for OPMG.
