Is it bias if one looks at some data and deduces a conclusion based on that data. No, it is an informed decision, period.
To label such as bias is to show one's own bias and probably prejudice.

Bias is collecting or presenting data that is filtered to one's point of view instead of being open to what the total data tells one. That is assuming that data is being used in the first place, often any data is dismissed and an argument is made totaly out of subjectivity.
