I think so too but the 4:1 ratio is not maintained (favouring Noront) because the market does not believe that the deal will go through as is. Doing so they would lose once FWR shares slide after the offer goes sour.

They are waiting for Noront to show it's results which is likely to sweeten the pot for FWR holders to make the deal happen. It all depends on what Noront has to make it sweeter.
