Cupcake you are correct that Noront did not want to sponsor this Board anymore, so George decided to keep it going without any funding.  I believe it is still that way.  I do not recall who lobbied George, perhaps it was Hoov.  I sure miss his input.

You may also recall that about that time there was some type of colusion going on amongst 5 or 6 posters.  Exactly what they were doing was never revealed.
