I could be wrong on this let me know ...

Wyloo does not own Noront till  shareholders votes and all approvals are completed. They have little control over these approvals and won't risk another 29+  million paying a companies bills they do not own yet.

If approvals get denied they have recourse (the loan) to reclaim the money they lent to a company they want to acquire but have not yet achieved.

However, I have some of the same concerns regarding dilution.
