Excellent point Ringer!

And since they seem to have some level of agreement here, why don't they take advantage of it while they "plow through the inhospitable terrain", and lay down a little road in their wake? oh, right, that would be logical.

Better to stall a few more years and build the road on a completely different path. That way they won't be able to access the fibre when it needs repair or upgrade.
