As you noted, noront does own 85% of ROF and the other 15% owned by compnaies you mentioned include KWG.  The thing to keep in mind is the winner of the Noront sweepstakes also takes ownership of large positions in most if not all the remaining claimholders.  Wyloo for example doesn't seem to want to play with anyone in the sand box and has proven with Noront that they will deny any intruders on their territory and seek to own all properties they have an interest in.

IMO KWG has the most to gain or lose depending on how you look at it due to their holding around Eagles Nest which in addition to chromite(which BHP has identifed as desirable in the ROF as well as nickel) might juts have nickel deposits similar to Eagles Nest.

Once Noront goes, suspect the dominoes will start falling.  Which incidentally is precisely what Noront has done following the Cliffs purchase.
