1a  Is it possible for some reason that baosteel used their shares of Noront to buy CC shares as per KWG previous release? 

The Company also announces that it is negotiating terms for the acquisition of previously issued shares of Noront Resources Ltd. ("Noront") in exchange for Redeemable Preferred shares of Canada Chrome Corporation ("CCC") bearing a 10% cumulative annual dividend payable in Units.

3 It sounds like Baosteel's presence was preventing the US capital markets from investing in the ring with KWG?  Or with ring companies at all?

KWG Resources (TSXV:KWG), a Montreal, Quebec-based explorer, will likely be part of a consolidation trend in the McFauld's Lake area of northern Ontario, said President and CEO Frank Smeenk.

Potential bidders for KWG could include Noront and Asian companies, he said. A combination of KWG and Noront is “not impossible,” Smeenk said. “Many people have talked about it,” he added.

Meanwhile, KWG's wholly owned subsidiary, Canada Chrome, has staked a right-of-way for a potential railway to McFauld's Lake, but Cliffs favors a road to the site, Smeenk said. KWG might spin off Canada Chrome as a private or public company, the CEO said, declining to provide a timeline for a spinoff. KWG is also looking to raise capital, Smeenk said, without specifying the amount sought.

7 If Baosteel is now deep into CC is this hands off enough for US investment or does Frank need to spin off CC to a private or public company?
