From what I understand the Feds problem since always has been that the Province hasn't put up a road plan; can't just ask for $1 billion to fund a road if there's no agreement/assessments on paper. 

Enter the Ford/Rickford Northern Road Link to the first of the Ring's mine program; Eagle's Nest. Eagle's Nest home to nickel, palladium, copper. Nickel and copper critical for batteries and wiring of BEVs, palladium for combustion engines. All in high demand.

It would be great if the budget specifically mentions the Ring of Fire and allocating Canada Infrastructure Bank money for the road and hydro distribution. But Fed budgets don't usually drill down to a specific project.

So let's say realistically a home run would be a helluva lot of talk about critical minerals for batteries and BEVs and how they're necessary for both fighting climate change and reconciliation. For these reasons the Federal government will be spending big on indigenous infrastructure required to access and power the mining of critical minerals.

I'd also take a hit by the pitch and have Freeland announce that the projects listed in the upcoming Critical Minerals List from O'Regan will be getting big CIB money for roading/hydro infrastructure to jump start their developments.
