Canada has had NAFTA since Mulroney era, with a diluted terms&condtions update under Tjr's almost seven years of office.

This tax free zone designation is a poor mans' lack of funds smoke screen cover for lack of federal policy and funds for the RoF road/mining infastruture, for years.

Could this non -capital cost "investment" have something to do with the coming Grit -called spring '21 election? ...and yet another political cover for "vaccine in arms" actual results, for all Canadians?

No RoF Road (see infastructure) Fed funding:- (ie) no Federal Budget until after a Early spring '21 election, IMO.
